Street Maintenance Projects

The Town currently maintains over 259 miles of streets on the Town's transportation system, and performs a Pavement Condition Survey every three years to prioritize future street resurfacing contracts. 2026 Street Resurfacing Contract

Asphalt resurfacing involves removal and replacement of the top layer of pavement to restore its condition and extend its life. Resurfacing is typically planned on streets that are in fair to poor condition with high cracking that cannot be addressed through pavement preservation methods.  The top 1.5" of asphalt is removed and any areas of higher fatigue/cracking are removed and patched to deeper depths.  Following patching, a new 1.5" asphalt "overlay" is installed to provide a new top layer of the pavement structure.  

Asphalt resurfacing is more intensive and may last weeks or months in each neighborhood.  In accordance with federal regulations, any streets resurfaced are also required to include upgrades to all curb ramps to current standards.  This may require several phases of work, including removal/replacement of concrete curb and gutter at intersections, and milling/wedging of the pavement to bring crosswalks into compliance prior to the asphalt overlay being installed.  

Project Status (2/9/26): The 2026 Resurfacing Contract was advertised and a bid opening was held in January.  The project is scheduled for award at the February 10 Town Council Meeting.  Construction is anticipated to begin in March 2026.  Below is a list of the streets/neighborhoods included in this contract.

2026 Microsurfacing Contractmicrosurfacing

 A thin (1/4 inch) asphalt emulsion blended with finely crushed stone for traction, applied over the existing asphalt surface that preserves and protects the underlying pavement structure and provides a new driving surface. Microsurfacing is generally used on streets that are in fair condition and have low to moderate distress and narrow crack widths. Microsurfacing can extend pavement life by 6-8 years.


Project Status (2/9/26): The 2026 Microsurfacing Contract is being finalized by staff for advertisement in spring 2026.  Below is a draft list of the planned neighborhoods to receive this treatment.

What to Expect


If your neighborhood is part of the current year’s resurfacing schedule, you will receive advance notice prior to the start of work. The resurfacing project typically takes several weeks from start to finish, and is completed in four phases. Work is performed Monday - Friday, 8 am – 5 pm (some weekend work may be needed). Vehicles should not be parked on the street during these hours. If necessary, vehicles will be moved (typically within the neighborhood) to allow the contractor to complete the work.

Please note: Depending on the exact scope of work involved, you can expect to see days without active work between each phase due to contractor / subcontractor scheduling, or inclement weather.


Phase 1: Curb Ramp Reconstruction & Concrete Workcurb ramp after

During the first phase of work, all curb ramps and some areas of sidewalk near the ramps are reconstructed. Per the Town’s 2022 ADA Transition Plan and in accordance with guidance from the US Department of Justice and Federal Highway Administration, all streets being resurfaced shall include removal / replacement of any curb ramps not meeting current standards with current Americans with Disabilities Act (ADA) and Public Right of Way Accessibility Guidelines (PROWAG).

Please note: Property owners should flag any irrigation sprinkler heads / lines. that are located near or next to existing curb ramps. While the contractor will work carefully to avoid irrigation heads / lines, any impacts to private irrigation inside public right of way are not subject to replacement by the Town (ref: Sec 18-25 of Town of Apex Code of Ordinances). The contractor will return at a later date to place grass seed and straw over the affected area, where appropriate.

Phase 2: Asphalt Milling & Repairs 

A portion of the existing surface layer asphalt is removed, and the remaining pavement is inspected. Any areas of concern below the surface layer are identified and repaired during this phase.

Please note: While there may be some uneven surface, streets that are milled can still be driven on during this phase. Please drive slowly through milled streets.

Phase 3:  Asphalt Surface Paving

After repairs are completed, new asphalt is applied. For the best results, paving is completed in a particular order. Work typically begins on cul-de-sacs and side streets first, then primary neighborhood streets towards the main entrances. This order of operations helps to minimize damage of new asphalt by reducing the volume of heavy equipment and dump truck traffic as each street is completed.

Please note: Vehicular traffic may resume on new asphalt almost immediately following installation. See below for more information about driving in your neighborhood during this phase.

Phase 4:  Pavement Marking

Street markings are reapplied where appropriate. This includes crosswalk markings, and any markings on speed bumps. This work must wait 2-4 weeks to ensure the surface is free of excess oils and asphalt emulsions, so that the thermoplastic striping can adhere properly. This delay also prevents the tracking of asphalt over the surface of new pavement striping. 

During the Project

  • You will have access to your driveway at all times.
  • Solid waste collection and postal delivery services will not be interrupted by this work.
  • Please do not park along the street while the project is underway.
  • Please observe all signs and flaggers.
  • Drive slowly (5 miles per hour) if you enter a freshly paved area.
  • Please keep all yard waste off of the street. During this work, place yard waste on the edge of your lawn.
  • Tire tread markings left by vehicles that drive over freshly paved areas generally wear off within a few weeks.
  • Contractor will clean up streets once work is complete.
