The Apex Police Department is committed to continuing education to aid our staff in enhancing their knowledge and skills.
Basic Law Enforcement Training
The North Carolina Department of Justice Training and Standards Commission requires Basic Law Enforcement Training (BLET) for any entry level police officer. BLET is a 640 hour course that take approximately 16 weeks to complete. The course is comprised of 36 separate blocks of instruction to include topics such as Firearms, Driver Training, Motor Vehicle Law, and Arrest, Search and Seizure. The BLET course is filled with practical exercises and an extensive ethics section that is woven throughout the training experience. Field Training
Newly hired officers attend a field training program. The field training program teaches the practical aspects of law enforcement, community service and the day to day activities of a police officer. During their time in field training new officers ride with a Field Training Officer. While in field training new officers ride with an experienced officer who is trained to teach, coach and evaluate the new officer. The new officer is required to meet performance standards and pass an oral board.
Mandatory In-Service Training
Every certified officer shall receive 24 hours of required annual In-Service training topics as specified in 12 NCAC 09E.0102 and12 NCAC 09E.0108. All certified officers shall be included, whether they are full-time, part-time, paid, unpaid, regular, reserve, auxiliary, honorary, or special. (Calendar year runs from January 1 through December 31 of every year.) Telecommunicators will receive 16 hours of mandated in-service training yearly. COHORT - Community Organizers Helping Officers Restore Trust
All officers of the department attend COHORT Training to discuss inclusion, diversity and solutions.
In this full day workshop session, we look beyond diversity and explore the power of inclusion. We discuss and explore how the evolving multicultural and multi-generational dynamics in our society have ushered in a new era that brings with it new expressions and new expectations of inclusion and collaboration by which to live, work, and learn. One of the most valuable take-a-ways coming out of this training is a leadership model that your Law Enforcement Agency or Department can adopt, and empower its officers with to help them take immediate and deliberate actions that will allow citizens and colleagues of diverse racial, ethnic, religious, lifestyle, life stage, and socio-economic backgrounds to know that they are welcomed and respected. Crisis Intervention Training (CIT)
CIT programs create connections between law enforcement, mental health providers, hospital emergency services and individuals with mental illness and their families. Through collaborative community partnerships and intensive training, CIT improves communication, identifies mental health resources for those in crisis and ensures officer and community safety. Specialized Unit Training
The Apex Police Department has several assignments that require specialized training. Staff assigned as a canine handler, bicycle officer, motorcycle officer, traffic safety officer, victims advocate, criminal investigations are a few examples of assignments that require specialized training.
Professional Certificates
In order to recognize the level of competence of law enforcement officers serving governmental agencies within the State, to foster interest in college education and professional law enforcement training programs, and to attract highly qualified people into a law enforcement career, the Criminal Justice Education and Training Standards Commission established the Law Enforcement Officers’ Professional Certificate Program. We encourage our sworn officers to earn and apply for these professional certificates. As of July 2020 we have over 55% of our sworn staff that hold an Intermediate or Advanced Law Enforcement Certificate.
Telecommuincators can earn an Intermediate and Advanced Certificate through the North Carolina Sheriffs’ Education and Training Standards Commission. We encourage our telecommunicators to earn and apply for these professional certificates.
Leadership Training
The leadership staff of the Apex Police Department attend a variety of leadership training to enhance leadership skill and stay abreast of current law enforcement trends.
West Point Leadership Training
The West Point Leadership Course is adapted from the Military Leadership Course (PL300) required of all Cadets at the United States Military Academy in their third year of study. The course has been adapted for use in non-military organizations. This is an academically rigorous course that relies heavily on the case based learning. Institute for Credible Leadership Development
Credible Leadership Program Module 1: Foundations and Principles, is based on the principle that all law enforcement professionals must lead within their scope of responsibility and must be given the tools to understand what leadership looks like, feels like and sounds like. It is designed to fill the void of leadership training which traditionally exists between entry-level and mid-level supervision.
This course stresses the importance of understanding the true definition of policing and how participant’s actions and their organizational mission must align with that definition. You will be introduced to the expectations and responsibilities of first-line and mid-level supervisors and the concept of “Leading Down and Managing Up,” through a detailed summary of the best-selling book, “It’s Your Ship: Management Techniques from the Best Damn Ship in the Navy”, by Captain D. Michael Abrashoff, and the powerful publication by IAPS, “Moral Compass for Law Enforcement Professionals.” In this course we will take a comprehensive look at leadership and ethics, identifying the most common ethical dilemmas in law enforcement and how they destroy public trust and individual careers. Credible Leadership Program Module 2: Theories & Practices is designed to build on the curriculum of Credible Leadership Program: Foundations and Principles and raise participants’ level of organizational thought and team-building by focusing on theories and practices of organizational leaders from both private and public sectors who have made monumental changes within their organizations. Administrative Officers Management Program (AOMP)
The Administrative Officers Management Program (AOMP) is a unique educational program offered by North Carolina State University for law enforcement professionals, police officers and public safety personnel. AOMP is an intensive 12-week academic program during which they earn 15 college credits (9 undergraduate and 6 graduate) and a certificate of completion. FBI National Academy
The FBI National Academy is a professional course of study for U.S. and international law enforcement managers nominated by their agency heads because of demonstrated leadership qualities. The 10-week program—which provides coursework in intelligence theory, terrorism and terrorist mindsets, management science, law, behavioral science, law enforcement communication, and forensic science—serves to improve the administration of justice in police departments and agencies at home and abroad and to raise law enforcement standards, knowledge, and cooperation worldwide. Southern Police Institute - Administrative Officers Course
The Administrative Officers Course is a twelve week (480 hour) in-residence, accredited college level educational program offered by the University of Louisville. The course curriculum is designed to develop informed, effective, ethically and technically competent law enforcement managers who are capable of assuming positions of leadership in their respective agencies. It is an appropriate course for individuals in or about to be promoted to middle and upper management positions.
