Affordable Housing Plan
The Town of Apex Affordable Housing Plan will:
- Establish a vision and goals related to affordable housing,
- Analyze needs based on existing conditions and trends, and
- Provide recommendations with an action plan for implementation.
HR&A Advisors, Inc. will develop this plan for the Town. Throughout the planning process, the public can get up-to-date information on opportunities for engagement and learn more about the plan itself by visiting the tabs below.
Your input is important! There are many ways you can be a part of the planning process. Check back for updates, or provide your email to receive a notice when new opportunities are announced.
Town Council Public Hearing - January 2021 Updates
The Recommended Draft Town of Apex Affordable Housing Plan will be presented at an upcoming public hearing before the Town Council. The Recommended Draft Plan is available under the “Documents” tab on this web page.

Information about attending remote meetings and submitting comments is available on the Town’s calendar page.
Due to the pandemic, Town Hall will remain closed throughout January. As a result, the Town Council meeting on January 26th will be held virtually. Since that meeting will be virtual, no votes will be taken on public hearing items as the comment period must remain open for 24 hours after the Council meeting per State law. The Town Council has decided to hold a second virtual meeting at 6:00pm on Monday, February 1st to hear any additional public comments and consider their action on the public hearing items. Please note that at this second meeting, Town Council may choose to vote on the item, table the discussion to a later date, or take other action which would delay Council action to another time.
All Town Council meetings may be viewed through the Town’s YouTube livestream at: https://www.youtube.com/c/townofapexgov.
You may provide comments for the January 26th Town Council meeting no later than noon on Monday, January 25, 2021 by email (public.hearing@apexnc.org, 350-word limit) or voicemail (919-362-7300, 3-minute limit) according to the Remote Participation Policy at: http://www.apexnc.org/DocumentCenter/View/31397/. You must provide your name and address for the record. These comments will be read during the Town Council meeting.
Comments for the February 1st Town Council meeting may be submitted no later than 24 hours after the end of the January 26th Town Council meeting by the same means specified above.
Comments can also continue be submitted using the form at https://publicinput.com/AHPcomments. Comments submitted using this form will not be read during the public hearing; however, substantive comments will be summarized. A summary of comments received on the Draft Plan through January 18, 2021, and responses and changes made to the Draft Plan in response to those comments, are now available under the “Documents” tab on this web page.
Public Presentation of the Draft Plan - December 2020 Update
A virtual public presentation of the Draft Affordable Housing Plan (Draft Plan) was held on Thursday, December 17th at 6:00 pm. The December version of the Draft Plan is available under the ‘Documents’ tab on this web page. The purpose of this presentation was to introduce the Draft Plan and receive public questions and comments.

- Comments were requested by December 28, 2020 but can be shared up to and through the public hearings. Substantive changes made to the Draft Plan will be summarized and presented during the public hearings.
- A printed copy for viewing the Draft Plan and comment forms are also available at a kiosk in front of Town Hall (73 Hunter Street).
Affordable Housing Plan Survey - September 2020 Update
- The Affordable Housing Plan Survey was open from July 17, 2020 to August 31, 2020. Nearly 1,200 people participated! Check out what people shared using the links below.
Development of the Affordable Housing Plan will take about nine months. The plan kicked off with data gathering in May 2020 and should be completed by January 2021.

Recommended Draft Town of Apex Affordable Housing Plan - January 2021 Update
Public comments received on the Public Draft Plan through January 18, 2020 have been reviewed and responded to in the following Comment Summary. The following updated versions of the plan reflecting changes made in response to public comments are available and will be presented during the public hearings:

During the public hearing before the Planning Board on January 11, 2021, comments were received related to the Incentive Zoning Condition recommendation (page 32). Alternate wording responsive to those comments was proposed during the Planning Board meeting on January 13, 2021. The alternate wording for this recommendation is provided below and will be presented to Town Council, along with the Recommended Draft Affordable Housing Plan, for consideration.
Draft Town of Apex Affordable Housing Plan - December 2020 Update

Housing Needs Assessment
A Housing Needs Assessment was conducted to identify the primary affordable housing issues in Apex. The Housing Needs Assessment will inform plan recommendations and was intended to answer the following questions:
- What are the most pressing issues related to housing affordability in Apex?
- What policies or market trends are driving these issues?
- Who is and is not served by Apex’s housing market?

Public Input Summary
